Master Community Records Timeline

This timeline presents a chronological summary of key events, records, and communications related to the Association’s 2024–2025 hurricane period and the subsequent records review process.

It begins with Hurricane Helene and continues through the formal records request submitted under Florida Statute §718.111(12), associated document releases, inspections, and ongoing updates.

Communication Chronology

🗓️ September 26, 2024 — Hurricane Helene Flooding

What happened: Hurricane Helene brought significant flooding to Treasure Island and the Sun Ketch I area. Many garages and ground-level areas took on water and owners began coordinating cleanup and documenting damage.

🗓️ October–November 2024 — Flood and Wind Insurance Claims Filed (Examples)

What happened: Following the storm, flood and wind insurance claims were filed with the relevant carriers. Adjusters inspected selected units and common areas to document storm-related damage.

🗓️ November 13, 2024 — Special Assessment for Hurricane Repairs

On November 13, 2024, the Board noticed and approved a special assessment of $160,050 ( $1,650 per unit ), described as funding out-of-pocket costs related to hurricane damage. Owners were offered a three-month installment plan beginning December 1, 2024.

🗓️ December 2024 – February 2025 — Flood Insurance Payments Totaling ~$236,000

Between December 2024 and early 2025, the Association received multiple flood-insurance payments from National General Insurance on FEMA-backed policies, totaling approximately $236,000. These payments related to flood losses at various Sun Ketch I buildings.

🗓️ March–June 2025 — Allocation of Flood Insurance Proceeds

At subsequent Board meetings, portions of the insurance proceeds were applied toward flood insurance premiums and placed into a $150,000 CD earmarked for Reserve Fund categories (painting, paving, pool/pond, roofing). Meeting minutes and financial statements later reflected this allocation.

🗓️ July 14, 2025 — Special Assessment to “Replenish” Reserves

On July 14, 2025, the Board approved a $58,200 special assessment ( $600 per unit ) to “replenish” Reserve Accounts. Funds were allocated proportionately among several reserve line items, with owners given the option to pay in installments.

🗓️ September 17–22, 2025 — Formal Records-Inspection Request

On September 17, 2025, a written request was submitted to inspect Sun Ketch I’s official records under §718.111(12) , Florida Statutes. The request was mailed certified on September 20 and delivered on September 22, 2025, which serves as “Day 0” for statutory response timelines.

🗓️ October 8–10, 2025 — Initial Document Production (Portal Upload + USB)

In early October 2025, management uploaded documents to the owner portal and provided a USB drive and binders for inspection. The portal content substantially matched the USB production. Some requested categories—such as emails and certain financial details—were not included and were later the subject of follow-up correspondence.

🗓️ November 13, 2025 — Off-Site Records Review at Pool-House Attic

On November 13, 2025, an off-site records inspection was conducted at the pool-house attic storage area. During this visit, older records (including materials dating as far back as 2009–2017) were observed in storage boxes, along with a box labeled as “purged” for a prior time period. This confirmed the existence of additional historical records beyond those previously made available during prior records inspections.

🗓️ November 14, 2025 — Record Preservation Notice Sent

Following the off-site inspection of records stored in the pool house attic storage area used for Association records, not residential attics accessed for wind mitigation inspections, a written Record Preservation Notice was sent to the Board and Association counsel. The notice requested preservation of all physical and electronic records (2010–present), including emails, cloud storage, and documents held at management offices, while the statutory inspection request remained open.

🗓️ December 5–8, 2025 — Follow-Up Request for All Emails (July 2024–Present)

On December 5, 2025, a follow-up request was sent via email and certified mail seeking complete native-format email records (e.g., .MSG or .PST) relating to Association business from July 1, 2024 onward, including communications from Board members, managers, and the Clearwater headquarters. The certified mailing was logged on December 8, 2025, and receipt was acknowledged via signature at  Ameri-Tech’s St. Petersburg office  December 10, 2025 4:26pm.

🗓️ December 12, 2025 — Response to Expanded Records Request

On December 12, 2025, counsel for the Association responded to a December 5 records request.

The response stated that the Association is treating each submission as a separate records request based on scope and that records responsive to the September 17, October 14, and December 5 requests, and within the Association’s possession, will be produced on a thumb drive for pickup on December 19, 2025.

The response further stated that records will be provided in the manner they are maintained by the Association and that future records requests will be addressed within applicable statutory timeframes.

This response was received shortly before the Board circulated proposed “Records Request Procedures” for consideration at the Annual Meeting, following more than forty years of Association operations conducted under existing statutory requirements.

Owners may wish to review how proposed internal procedures interact with rights already established under Florida Statute §718.111(12).

🗓️ December 2025 — Proposed “Records Request Procedures” Resolution

In early December 2025, a draft Resolution titled “Establishing Procedures for Records Requests” was circulated for consideration by the Board. The proposal outlines internal rules for requesting, inspecting, and copying official records, including enforcement provisions and retention rules, and indicates that copies of the Resolution will be distributed to the membership once adopted.
